The Digital Government Authority has developed the “Methodology for measuring digital transformation 2024” by integrating the criteria derived from royal orders, Cabinet decisions, circulars, and digital transformation criteria into one section called “Digital Transformation Criteria”. This methodology aims to improve alignment with international experiences in measuring digital transformation and provide a unified reference framework that supports the concept of comprehensive government, unifying and simplifying the criteria and avoiding repetition of some topics.

Standards Card Structure

The Standards Card Structure in 2024 includes the standard number and text, the purpose of applying the standard and its expected results, application requirements, evidence documents, related orders, decisions, and circulars, and the scope that defines the entities to which the standard applies.
